DERIVATIVES BROKERS FOUND EASY PREY

The brokers beseiged Judy Comstock, who manages a $350 million investment pool for Idaho municipalities. They wanted to sell her investments of the sort that later helped send Orange County, Calif., into bankruptcy.

"They were like camels," Comstock said, "trying to put their nose in our tent."
