The four-member board regularly meets on the fourth Monday of each month, but because of the holidays had scheduled its December meeting on the 13th. But less than half the members were able to attend, which wasn't enough for a quorum.
The meeting was rescheduled for Thursday. One supervisor was going to be delayed by an out-of-town trip, but the other three were available.
But then one of the three, Supervisor Gary Nelson, resigned the day before the meeting.
Chairman Billy Reed Ramsey and Supervisor Molly Thompson assembled for the 1:30 p.m. meeting anyway, with the understanding that Supervisor Frank Chandler would be back from his business trip by 4 p.m.
``I know you all are getting agitated about it, but, believe me, you ain't no more agitated than I am,'' Ramsey told the waiting audience. at one point. He said the situation had never happened before. ``I've missed three meetings in 15 years.''
Chandler got back 20 minutes early, and the board wrapped up its end-of-year business and heard residents' concerns about a proposed medical incinerator that has been an issue for several years.
