HENRY E. ROUTON has been appointed police chief at the Veterans Affairs Medical Center in Salem.

He served three years as the first detective hired at the center and was a sergeant in the Roanoke Police Department's detective bureau. He was also has worked with the Franklin County Sheriff's Department.

J. LEE E. OSBORNE, with the law firm Carter, Brown & Osborne, P.C. of Roanoke, has been elected a fellow of The American College of Trust and Estate Counsel.

The college is an association of lawyers recognized as outstanding practitioners in the field of real estate and trust planning and administration, related taxation, business succession and insurance planning, employee benefits and fiduciary litigation.

WANDA FURROW JOHNSON, formerly of Roanoke, has been promoted to associate vice president at Wheat First Butcher Inc. in its Richmond offices.

Johnson was a senior programmer analyst in the information systems development department.
