HARASSMENT JUDGMENT UPHELD

A federal appeals court panel has upheld a sexual harassment judgment awarded to a female employee at Buckingham Correctional Center.

But the court also said Wednesday that U.S. District Judge James R. Spencer awarded too much in attorney's fees to the worker, Peggy M. Spicer of Farmville. The three-judge panel sent the issue of fees back to Spencer for review.

In May 1993, Spencer found for Spicer on her claim of sexual discrimination, but a jury rejected her claim of retaliatory discharge from a prison work committee. Later, Spencer awarded $29,794 in attorney's fees to Spicer. The appeals court said he awarded fees as though Spicer won her claim.
