An unsigned note accompanying the money order offered this explanation: ``Over 25 years ago I stole between 5 and 10 of those yellow flashing lights from various work sites in the Richmond area. This should more than pay for them. ... I'm sorry. ... Please forgive me.''
VDOT spokesman Chuck Armstrong said department workers ``don't have the vaguest idea'' who sent the money. The envelope has been discarded, so the department doesn't even know where the letter was postmarked.
Although VDOT says it disapproves of the person's actions a quarter-century ago and doesn't suggest anyone follow suit, it's safe to say all is forgiven.
``I wonder what kind of ruminations have there been over the years, what kind of thought process?'' Armstrong said. ``Somebody who's got a large soul, I guess.''
The money has been classified ``miscellaneous revenue'' and deposited in VDOT's highway maintenance fund.
