Pilots, machinists and transport workers submitted the joint package, aimed at meeting USAir's goal of cutting $500 million in labor costs annually.
USAir said last year it needs to cut $1 billion in yearly expenditures to remain viable. In August, the airline rejected a proposal from the pilots union for $750 million in wage concessions in return for part ownership of the carrier.
USAir said it plans to meet with representatives of the three unions during the next week.
The union representing the airline's nearly 9,000 flight attendants did not participate in the latest proposal.
