Council agreed Tuesday, less than two months after receiving the 100-page plan, to ask for proposals to determine the cost of what everyone agrees is the plan's most needed recommendation - a recreation center.
"It's time to get started with it," said Mayor Harold Linkous.
While the proposals are being prepared, Councilman Truman Daniel pointed out the town can proceed with other aspects of the plan, such as improving ball fields and parks.
The 10-year plan budgets almost $5 million for the center, to be built in phases over that time. Council has not committed to spending that much money or to implementing the plan as it was submitted.
Two people who have worked closely in developing the recreation plan, Bob Hockett and Mike Barber, attended Tuesday's meeting and said they were happy with council's progress.
Tuesday, council also agreed to sell three acres in its industrial park to New Energy Corp., a bedroom furniture distributor that has facilities in the park.
In a news release, New Energy announced plans to build a 100,000-square-foot warehouse to received imports from South America and Mexico.
The sale, for $36,000, is the first since the town took control of the park last year.
Also at the industrial park, council decided to sell the timber on 20 acres to Ferguson Land and Lumber Co., of Rocky Mount, for $26,000.
After that decision, council met in executive session to discuss a prospective industry.
Town officials have been wondering if the recent interest in the industrial park is related to the town's acquisition of it.
"It does seem like there's been a lot of interest in it since we bought it," said Town Manager John Lemley.
