THE ASSEMBLY'S DO-LITTLE SESSION

Gov. George Allen's tax-cut plan is apparently and deservedly dead at the hands of legislative Democrats joined by some of the governor's fellow Repulicans. Yet, for all its shortcomings, the plan did focus on places where the laws could use rewriting.

If done ia a revenue-neutral way (perhaps by adding a new bracket at the top), expanding the personal and dependent exemptions in the state income tax would be worth considering. Worth considering, too, would be a revenue-neutral restructing of local tax options, such as altering the levy on business, professional and occupational licenses to apply to net rather than gross proceeds.
