Southern Baptists reject Foster

The Southern Baptist Convention will oppose President Clinton's choice for U.S. surgeon general, leaders of the nation's largest Protestant denomination said Tuesday.

Southern Baptists, whose 15.4 million members include Clinton and Vice President Al Gore, oppose abortion and preach sexual abstinence until marriage - two points on which Baptist leaders criticized Dr. Henry Foster.

``This is not our sole reason for opposing him, but the man has acknowledged doing at least 39 abortions,'' said Richard Land, head of the Southern Baptist Christian Life Commission.

Court: Amtrak part of government

WASHINGTON - Amtrak is part of the government and can be sued by people who say its employees violated their constitutional rights, the Supreme Court ruled Tuesday.

The 8-1 decision in a free-speech dispute could have far-ranging repercussions at a time when there is increasing talk of turning the operation of schools and prisons over to private groups.

The ruling did not say Amtrak, the nation's passenger-train system, violated artist Michael A. Lebron's rights when it refused to let him put his ad, which criticized the Coors family's support of conservative causes, on a billboard in New York's Pennsylvania Station.

Lebron sued, and a federal judge ordered Amtrak to accept the ad. The 2nd U.S. Circuit Court of Appeals reversed and threw out the suit.
