FIRST VIRGINIA PROMOTES FRANK

First Virginia promotes Frank

RICHARD G. FRANK has been promoted to senior vice president of First Virginia Bank-Southwest. In his new position he will manage the commercial loan division.

He comes to Roanoke from the commercial division of First Virginia Bank in Falls Church, where he has been a vice president since 1990. He joined the bank in 1981.

DON W. SHILLING has been appointed senior vice president and area manager at Central Fidelity Bank. He will be responsible for overseeing 14 branches in the Roanoke, Salem, Vinton, Botetourt County and Smith Mountain Lake areas. Shilling joined Central Fidelity in 1987 and most recently worked in the bank's Abingdon Highlands region as area manager. Also at Central Fidelity, JOHN ANDERSON, DAVID LEWIS SWAIN and MARY D. TABOR have been named vice presidents. Anderson came to the bank in December after being employed with Signet Bank in Richmond as vice president of corporate lending from 1989 to 1994, Swain joined Central Fidelity in 1987, and Tabor joined the bank in 1988.

BUILDING SUPPLIES

JAKE KELLY has been named manager of the 84 Lumber Store in Troutville. Kelly started with the building supplies chain in 1992 at its Haymarket store. In his new position, he will be responsible for store operations including sales and inventory control.

COMMUNICATIONS

ROBERT F. NAY has rejoined Botetourt Communications Inc. of Daleville to fill the newly created position of vice president of marketing and sales. He had held the position of director of marketing at the company before becoming director of advertising at the Waco Tribune-Herald, a daily newspaper in Waco, Texas, for two years. He has more than 17 years of marketing experience in the newspaper publishing business, including two years as vice president of advertising at the Roanoke Times & World-News.

TREVA CARTER has joined BellSouth Communication Systems in Roanoke as a marketing promotions manager. She comes to BellSouth from Arnold Finnegan Martin, an advertising agency based in Richmond, and has more than 20 years of experience in advertising and public relations throughout Virginia.

DESIGN and CONSTRUCTION

STEPHEN S. LAUGHLIN has joined The Holcomb Group of Roanoke as a project manager. Laughlin, formerly a vice president with Sherertz, Franklin, Crawford, Shaffner architects and engineers, will assist health care, industrial and commercial clients with the management of design and construction projects. The Holcomb Group is a program management firm providing project management services throughout the mid-Atlantic states.

FINANCIAL SERVICES

JO ANN WEISSBART has become a principal of Dixon, Hubard & Feinour Inc. in Roanoke. Weissbart joined the investment counsel company in 1986, having previously been with New Jersey National Bank in Trenton as a funds manager. She has had primary responsibilities in equity security analysis and portfolio management. She is a member of the Richmond Society of Financial Analysts and the Association for Investment Management and Research.

HEAVY EQUIPMENT

MIKE HARCUM has been named area sales manager for Carter Machinery Co. Inc.'s northern and central regions. He will be responsible for new and used machine sales at the company's Richmond, Fishersville, Fredericksburg and Warrenton stores and will live in Richmond. Harcum has more than 16 years of experience in sales and sales management of heavy equipment in VirgInia, most recently as Carter's Roanoke area sales manager.

NONPROFITS

STUART ISRAEL has joined Virginia Amateur Sports as director of development and marketing. He formerly was executive director of TRUST, the Roanoke Valley Trouble Center. Virginia Amateur Sports, based in Roanoke, is the parent organization of the Commonwealth Games of Virginia, an event which brought 8,000 amateur athletes to the Roanoke Valley last year.

The Virginia Museum of Transportation Inc. has elected new officers and board members: WELDON T. LAWRENCE JR., Lawrence Transportation Systems Inc., president; JAMES B. EVANS, Vander Horst USA, past president and vice president of collections and exhibits; DONALD C. REID, Bell Atlantic, executive vice president; LYNN MEYER, community volunteer, vice president of volunteer relations; FRANCES DAVIS, community volunteer, vice president of finance and development; CYNTHIA E. DILLON, Design Marketing, vice president of marketing; THOMAS A. LEGGETTE, Woods, Rogers and Hazlegrove, secretary; and MARK LAWRENCE, Appalachian Power Co., treasurer. New board members are JAY BRENNER, Cycle Systems Inc.; H. SCOTT GARTNER, Virginia Tech; STEVE MANCUSO, Valley Metro; WAYNE G. STRICKLAND, Fifth Planning District Commission; GARY DALTON, Hotel Roanoke and Conference Center; and MIKE WARNER, N &W Properties. On the museum staff, PATRICIA SISSON has been named administrative assistant; BETH DAVIS, director of education and volunteers; DAVID BIRD, director of exhibits; CHRISTIAN PASCASIO, research assistant; BRIAN CROSIER, restoration supervisor; and SUSAN KELLY-ODELL, admissions/membership coordinator.

TRANSPORTATION

PATRICIA QUILLEN of Roanoke, an assistant attorney general for Virginia, was given the 1994 Harry A. Kuper Award, which recognizes the most outstanding right-of-way professional in Virginia. The award was given by the Old Dominion Chapter of the International Right-of-Way Association. Quillen has worked for the Virginia Department of Transportation since 1973.

UTILITIES

JANE O'KEEFE has been elected assistant vice president of Roanoke Gas Co. O'Keefe joined the gas company in 1991 as director of human resources. Before that, she worked at the Virginia Employment Commission and for AT&T in Radford and Charlotte, N.C.
