BILL OK'ING NURSING HOME AWAITS ALLEN SIGNATURE|

A bill to allow Blacksburg's Warm Hearth Village retirement community to build a new nursing home still awaits signature by the governor, after the House and Senate last week sorted out minor differences between their versions.

Two different House bills granting Warm Hearth an exception to the state's moratorium on certificates of need for new nursing home beds passed the Senate Feb. 16 and 17.

Del. Jim Shuler, D-Blacksburg, who introduced one of the bills, thought then the legislation would go immediately to Gov. George Allen's office, thus kicking off a procedure that would have required a decision by Saturday's adjournment.

But the bills never went to Allen. The House leadership wanted to "clean up" their language and reconcile some technical amendments between House and Senate versions, according to Lee Johnston, Shuler's legislative assistant.

Both chambers approved the bills again last week. That means the governor still has until March 27 to sign, veto or recommend amendments to the bills.

The General Assembly reconvenes April 5 to consider vetoed bills.
