Mayor David Bowers made the request Wednesday in a letter to council.
The original deadline was today. But because only two applications have been received in the city clerk's office, Bowers recommended the deadline be changed to March 24.
``While I am confident that both individuals are qualified applicants, I'm concerned that the matter has not received sufficient publicity in order to generate the desired response,'' Bowers wrote in the letter.
The seven-member board is the only one for which residents are paid. They receive a stipend of $2,400 per year.
The two people who have applied are the Rev. Nelson Harris, the chairman; and Martin Jeffrey, an employee with Total Action Against Poverty.
City Clerk Mary Parker said five people applied for open board seats in both 1994 and 1993.
