RICHMOND - Attorney General Jim Gilmore said Tuesday that he will ask a federal appeals court in Washington to overturn the Environmental Protection Agency's tough vehicle emissions standards for Northern Virginia.
The EPA in January ordered the region to require the same automobile pollution controls used in California. Gilmore said the change would add about $750 to the cost of a new car beginning with the 1999 model year.
``If this EPA rule has to be implemented, it will force consumers in Northern Virginia to purchase different and more expensive cars from those available to consumers in other parts of the state,'' Gilmore said.
Gilmore claims that the EPA exceeded its authority and that the regional Ozone Transport Commission, which recommended the standard, is an unconstitutional regional government.

Six Va. colleges named `best values'
Six Virginia colleges and universities have been named in the ``Guide to 101 of the Best Values in America's Colleges and Universities.''
James Madison University, Mary Washington College, the University of Richmond, the University of Virginia, Washington and Lee University and the College of William and Mary were selected for the guide.
The guide, which was co-written by David and Elizabeth Wilson, veteran authors of books on college planning, chose the 101 from the nation's 2,169 four-year public and private colleges and universities. The 101 are not ranked among themselves.
The schools were selected on the basis of exceptional learning opportunities and quality student life experiences.
