HESITANT MACY'S DELAYS NEW MALL

A $270 million shopping mall billed as the centerpiece of the city's downtown redevelopment will not open as scheduled in the fall of 1996.

The MacArthur Center won't be ready because of indecision by Federated Department Stores, which has yet to approve plans for a Macy's in the mall.

Federated and Macy's merged after Macy's signed a letter of intent with Norfolk last year. Now Federated is reviewing the deal, said Robert B. Smithwick, the city's director of development.

``We're at their mercy,'' he said. ``We can't force the issue.''
