BEDFORD WANTS APCO UNPLUGGED

The city of Bedford urged state regulators Thursday to stop Appalachian Power Co. from serving a major industrial expansion in the city's utility service area.

Apco wants to provide electricity for a $100 million expansion of Georgia Pacific Corp.'s paper plant in the Big Island area of Bedford County. The Roanoke-based utility has served the plant since 1959, but the facility is in Bedford's municipal service territory.

State regulators were pulled into the fray this month, when Appalachian Power asked them to confirm its exclusive right to sell electricity to Georgia Pacific. The company also asked the State Corporation Commission to redraw the utility's service territory to include the Big Island plant.
