Tracy Lynn Brooks was living with the victim's family between Aug. 1, 1993, and Nov. 30, 1994, when the offenses occurred, according to testimony Thursday.
Brooks spoke barely above a whisper when asked how she was pleading. She faces a maximum sentence of 80 years in prison and a fine of up to $400,000 when she is sentenced June 15. She remains in jail without bond.
Prosecutors recommended that she receive an 80-year suspended sentence and undergo psychiatric treatment. Prosecutors also requested that she receive 40 years of supervised probation.
Prince William County police Detective Robert Larkin interviewed the victim, now 5, in December.
The victim said she was fondled on numerous occasions, Larkin said.
