INTERRACIAL ADOPTIONS EASED BY NEW FEDERAL RULES

White parents would find it easier to adopt black children, who often spend years in foster care waiting for apermanent family, under new federal rules announced Monday.

The policies on interracial adoptions, drafted by the Department of Health and Human Servicesm pressure states to reverse longstanding, racially based practices that have denying the placement of minority children into permanent homes.
