The teachers' organization supports the reappointment of Chairman Nelson Harris, saying he has been accessible, open-minded and sensitive to educational issues.
But the group is not taking sides in what is viewed as a battle between Martin Jeffrey and Melinda Payne for the second seat.
Both Jeffrey and Payne are highly qualified and would make outstanding board members, said Gary Waldo, executive director of the teachers' association.
"We are urging council to choose either one," Waldo said. "We believe that both of them are community-oriented with problem-solving skills and an interest in education."
Some people have complained that there were only three applicants for two seats this year, Waldo said, but that is not necessarily bad when the applicants are outstanding.
He said the teachers' organization will urge the loser this year to apply for the next School Board vacancy.
Harris, minister of Ridgewood Baptist Church, is seeking his second term. He has been chairman for a year.
Jeffrey is director of community outreach and community development for Total Action Against Poverty.
Payne is New River Valley circulation manager for the Roanoke Times & World-News.
Jeffrey has the support of former Rep. Jim Olin and several ministers who urged his appointment at a public hearing by counci this week. Payne, a finalist for a board seat three years ago, also was supported by several speakers.
Council will interview the applicants tonight and make the appointments next month. Board member Don Poff, whose term ends June 30, is not seeking reappointment.
