In 1938, after attending Roanoke College and the University of Virginia Law School, Graham set up a law practice in Pulaski.
Ten years later, he became mayor. During his two years as mayor, and for the next four years, Graham also represented Pulaski County in the state House of Delegates.
Graham served on the Appropriations and Courts of Justice committees and spearheaded the development of and monetary support for Claytor Lake State Park.
In 1953, just as he was completing his third term as delegate, Graham was appointed clerk of Pulaski's Circuit Court.
Bob Ingram remembers when, almost 40 years ago, Graham showed the novice lawyer around court. Graham, he recalled, was "a consummate gentleman" who "ran a good shop."
"If you were a young lawyer or you'd been on the scene for 20 years, it made no difference," Ingram said. "He was always courteous and willing to help."
Graham retired in 1976 after serving as clerk for 23 years.
