The commission's staff said Wednesday it realized that in trying to protect the buying public from deception, some of the suggestions in the proposal announced in February could harm legitimate telemarketers.
``Our analysis of the comments leads us to conclude that the proposed rule needs some revision,'' Elaine Harrington, associate director of the Division of Marketing Practices, said at a public FTC meeting Wednesday.
