The victim, identified as Samuel E. Aliff, 31, was found nude about 6:45 a.m. Sunday.
``We are investigating the case as a serial killing,'' police spokesman Tony Torres said Monday.
Authorities have said privately that a serial killer may have been responsible for several unsolved slayings, but Monday was the first time police publicly acknowledged that at least 10 men probably were killed by the same person.

2nd slaying suspect turns himself in
HAMPTON - A second man sought in the shooting death of a 33-year-old man in the parking lot of a building-supply store has surrendered to Hampton police.
Antoine Ebron, 19, of Newport News, turned himself in Sunday, said Sgt. Donnie Moore, Hampton police spokesman.
Moore said Leopold Tasane Ashe, 20, of Hampton, was arrested Saturday night. Both have been charged with murder and use of a firearm in the May 10 killing of Samuel M. Kelley.
Kelley was shot in the head during an altercation over drugs, Moore said Monday.

Theft suspect faces N.C. murder charges
CHESTERFIELD - A North Carolina man arrested for attempted robbery and suspected in several other thefts in this Richmond suburb was extradited Wednesday to his home state to face murder charges.
Dean Brinson, 24, of Nashville, N.C., is charged with first-degree murder and robbery in the strangulation of a 27-year-old woman, Edgecombe County Detective Gary Brady said.
Brinson was arrested April 18 in Chesterfield County after an attempted robbery at a motel in Chester. Police say Brinson is linked to three robberies in Chesterfield and believe he may have been responsible for others in Richmond and Hopewell.

Teen shot in car at shopping mall
SPRINGFIELD - Teen-agers peppered two cars with gunfire in a suburban shopping mall parking lot Monday, injuring one 17-year-old, Fairfax County police said.
Police said they do not know a motive for the shooting.
The victim, whom police declined to identify, was shot in the upper body and was reported in good condition at Fairfax Hospital. The injury was not life-threatening, police said.
The shooting occurred about 4 p.m. outside the Brookfield Plaza Shopping Center. Moments before the incident, the victim was sitting in a car with friends and talking to a group of youths in another car. The two groups apparently were friends, Officer Gary Brown said.
While they were talking, three other youths suddenly approached them on foot, and one of them fired several shots at both vehicles, police said. Several shots struck the two cars, police said.
