BANKER IS ELECTED TO LEAD TAP

Edwin "Ted" Feinour, an investment banker with a history of community involvement, was elected chairman of Total Action Against Poverty on Tuesday.

Feinour will succeed E. Cabell Brand, who is stepping down from TAP's helm this year, 30 years after founding the Roanoke anti-poverty organization.

Feinour, vice president of an investment counseling firm, will assume a two-year term as chairman of the TAP board of directors. He has served on the board as treasurer and chairman of the board's finance committee. He is credited with helping TAP develop a solid fiscal system.

Feinour has served on the boards of several agencies and organizations, including Planned Parenthood of the Blue Ridge, the Roanoke School Board, Boy Scouts of America and United Way of Roanoke Valley.

"I look forward to two years as chairman," Feinour said after the board's unanimous vote. He said he did so with some "trepidation," having to follow so closely on the heels of Brand's 30-year "record of success."

Steve Musselwhite, an insurance executive and onetime congressional candidate, was elected to a two-year term as vice chairman of the TAP board. Chairman of TAP's Community Advancement Board, Musselwhite is credited with bringing imagination, enthusiasm and leadership to that position. He arranged Saturday's Shenandoah Life-Musselwhite Associates Four-Mile Run, which raised $2,000 for TAP.

Brand, whose term ends in September, did not seek re-election. On Tuesday, the board elected him chairman emeritus.

"People say `Why step down now?''' Brand said. "But there is a time for everything. It is time for future planning for the next 30 years."
