S. AFRICANS STUDY STATE'S GOVERNMENT

Three cabinet-level government officials from the South African province of Northern Transvaal began a weeklong study of state government by meeting with Gov. George Allen on Wednesday.

The trio will spend the week visiting with and observing members of Virginia's government, as well as receiving instruction from faculty members at Virginia Commonwealth University.
