WASHINGTON - Nearly 2 million Americans have registered to vote since the ``motor voter'' law, which eases registration, took effect almost five months ago, Attorney General Janet Reno said Friday.
``The law promised to open the doors to the democratic process, and now it is delivering on that promise,'' Reno said in a statement marking the second anniversary of President Clinton's signing of the National Voter Registration Act.
Five states with Republican governors failed to fully comply, Justice officials have said. In Virginia, Gov. George Allen has vetoed its implementation.

Pilot found at fault in '94 fatal crash
WASHINGTON - The pilot of a medical evacuation helicopter was off course when he flew the craft into a mountain in the fog near Bluefield, W.Va., last year, the National Transportation Safety Board concluded Friday.
The pilot, co-pilot and two flight nurses died in the accident April 22, 1994, when the Bell 412 crashed while en route to pick up a patient at Mercer County, W.Va., Airport.
Probable cause of the accident was listed as ``the pilot's failure to intercept the final approach course and his improper execution of the instrument approach procedure.''
The flight, piloted by Anthony B. Barbee, 45, originated at North Carolina Baptist Hospital in Winston-Salem and crashed just over seven miles from its West Virginia destination.
