Bain said he would work to make School Board meetings more open, allowing both sides of an issue to be presented and see that parents and citizens have adequate opportunity to address the board. He said he would also be available personally to address citizen concerns.
Bain previously worked at what is now Charter Federal Savings Bank in Pulaski for 10 years, as a loan officer, vice president and staff appraiser, and then established a construction and development company.
If elected, he said, he would concentrate on capital improvements, budgeting, the costs of using small elementary schools, lowering teacher-pupil ratios, and making sure school funds go for the most benefit.
Bain attended Ferrum College and Virginia Tech, where his undergraduate education was interrupted by a three-year Army tour of duty which included serving with a helicopter gunship unit in Vietnam. Afterward, he completed his degree requirements at Radford University while holding a full-time bank job.
He said he believes his financial background, contracting and developing work, training in environmental assessments, and having more than 500 hours of specialized classes and training as a certified real estate appraiser all help qualify him to serve on the board.
During the past 20 years, he has served on the Pulaski County Industrial Development Authority and Pulaski County Planning Commission and was the first chief of the Snowville Fire Department.
