The Maine company and the U.S. Consumer Product Safety Commission announced the voluntary recall of the Dolphin Baby Float on Tuesday.
A child sitting in the tube could drown if water leaks into the hollow center, causing it to tip over, officials said in a statement.
About 18,000 of the devices were sold nationwide through catalogues and stores from February 1993 to December 1994.
The company and agency knew of 24 complaints about the product, including 11 incidents in which the float tipped over. No one was injured.
The white plastic dolphin, which is used in pools, has a detachable red umbrella and adjustable nylon seat for babies 6 months to age 2.
The recall does not apply to floats manufactured and shipped since January, because they have reinforced walls which prevent water penetration.
