CLINTON TO FORM NEW AIDS PANEL

After angering gay-rights advocates by steering clear of a key Supreme Court case, the Clinton administration met with 45 homosexual elected officials Tuesday and prepared to announce a new presidential AIDS panel.

The 30-member panel, which is to be made public Thursday, will be charged with advising Clinton and his AIDS policy director, Patricia S. Fleming, on how to support AIDS research and care.
