GROUP GATHERS IN SUPPORT OF POWELL

A dedicated group of believers, declaring themselves ``unauthorized but not illegal,'' met Saturday to plot strategy for boosting a presidential candidacy by retired Gen. Colin Powell.

``We do not have the consent of the candidate,'' conceded Melvin M. Burton, one of the leaders of an exploratory committee. But, he said, Powell has not told them to stop, ``despite the fact he is aware of what we are doing.''

Powell, former chairman of the joint chiefs of staff, consistently ranks high in surveys about potential 1996 presidential candidates.
