The Army recommended the base remain in use, however, and proposed turning the 46,000-acre facility in Blackstone over to the National Guard for use as a training enclave.
Col. James H. Allen, the post commander, praised the enclave idea as a welcome decision when compared with full closure. He also praised the community for rallying in its attempts to keep the base open.
Army officials said closing the base would save $21 million per year.
