Wampler, president of Pulaski Furniture, led the board through the past year's stormy departure of former president Donald Dedmon and the hiring of Douglas Covington for that post. Wampler leaves the board after a single four-year term.
Allen appointed two new members and reappointed one to the 11-member Radford board. He also reappointed two members and added a new one to Virginia Tech's governing body to replace William G. Broaddus, a former state attorney general. He also added four new members to Virginia Military Institute's board.
Allen appointed Kate Obenshain Griffin, 26, of Winchester and John Padgett, a Norfolk lawyer, to the State Council of Higher Education, which is the planning and coordinating body for Virginia's 85 institutions of higher education.
Allen's Radford University board appointees were:
Frank Armstrong of Winchester, chairman and president of National Fruit Product Inc. He succeeds Wampler for a four-year term.
Duncan, Radford's elected prosecutor, who succeeds John Clayton of Richmond, a member since 1989.
James C. Stutts of Richmond, director of the Virginia Recreation and Park Society, reappointed for a second term.
The Tech Board of Visitors appointments were:
T. Rodman Layman of Pulaski, a lawyer in the firm of Drowell, Nuckolls, Layman and Aust. Layman served as secretary of public safety in the administration of the late Republican governor, John Dalton. He is a former U.S. attorney for the Western District of Virginia and a former political science instructor at Tech. He succeeds Broaddus.
Joseph R. Jenkins of Richmond, reappointed.
Cecil R. Maxson Jr. of Richmond, reappointed.
The VMI appointees were:
Anita K. Blair, an Arlington lawyer. She succeeds Janet A. Payne.
Robert B. Crotty, a Dallas lawyer and VMI alumnus. He succeeds Harvey S. Sadow.
Bruce Gottwald of Richmond, chief executive officer of the Ethyl Corp. and also a VMI graduate. He succeeds James D. Morefield.
W. Thomas Hudson of Chesterfield County, a lawyer and president of the Virginia Coal Association. He, too, is a VMI grad. He succeeds Grover C. Outland Jr.
