On the recommendation of the town manager, town council accepted a bid of $296,200 for water and sewer line improvements during its Tuesday's meeting. But, the town will lose reserves it previously used as collateral in grant applications.
Most of the improvements will be in the Midway area where half-century-old water and sewer lines are clogged and leaking. Town Manager Clay Goodman said the lines need replacement and the people in that area should not be required to wait any longer.
Vinton has applied for several Community Development Block Grants in recent years to help finance new lines along with other community projects, such as flood control, street repair, lighting and financial assistance to low-income homeowners for housing improvements.
Council members voted to accept a bid of $296,200 from E.C.. Pace & Co., of Roanoke for the utility line replacement.
The Pace bid was accepted even though the town has only $234,990 in its fund for the community improvements. This leaves a deficit of $61,210, which Goodman said can be made up from year-end surpluses in other funds.
Greg Secrist, assistant town manager/engineer, said the arrangement wipes out the $234,990 the town was using as collateral.
The work awarded to Pace includes replacement of about 3,800 feet of sewer line and 6,600 feet of water line and is expected to be completed in November, Goodman said.
Council members also approved an expenditure of $1,200 as Vinton's share to develop a greenways and open-space plan throughout the Roanoke Valley. Other local municipalities also have been asked to contribute.
The greenway plan will have a kick-off luncheon Monday at 11:30 a.m. at the Vinton War Memorial. Chuck Flint, president of Greenway, Inc., will speak.
