5 SUED OVER LOBBYING CONTRACT

Five people, including the president of Norfolk State University, have been sued in a breach of contract case arising from a politically tinged lobbying effort at this year's General Assembly session.

The suit, filed in Richmond Circuit Court, seeks $17,168 in alleged unpaid fees from Norfolk State President Harrison B. Wilson, three trustees of the university and a businessman graduate of the school.

``I'd love to tell you the whole thing, but because it's in litigation I better keep my mouth shut,'' said lobbyist William W. Kincaid., whose wife, Anne, is director of constituent services in the administration of Republican Gov. George Allen.

In January, William Kincaid registered as a lobbyist to ``restore funds'' in the state budget to Norfolk State, an historically black, state-supported university near downtown Norfolk.

The effort apparently stemmed from Republican frustration at their party's inability to generate support among black voters.

Kincaid's registration raised eyebrows among Democratic lawmakers who accused Allen and the GOP of trying to strip Norfolk State funding in the budget and then take credit for getting the money restored.

But Kincaid said his work actually was directed at moving the state Office of Minority Business Enterprise from Richmond to the Norfolk State campus.
