Laurrell said he was one of five finalists for the job and had been offered it informally a few days ago. He was waiting for correspondence from the Campbell County Board of Supervisors before his decision was made official.
A Campbell County source familiar with the job search - who would speak only on condition of anonymity - confirmed that Laurrell's appointment is expected to be announced publicly at a supervisors' meeting Wednesday night.
Franklin County sources also confirmed that they're aware of Laurrell's departure.
"We hate to lose him," said Boone District Supervisor Homer Murray. "He's thorough in everything he does."
Laurrell, 39, was Franklin County's public safety director for six years before accepting the assistant's job under County Administrator Macon Sammons.
He was a finalist for the Franklin County job that went to Sammons in 1993.
Laurrell, a native of Media, Pa., serves as president of the Virginia Emergency Management Association, is treasurer of the Western Virginia Emergency Services Council and sits on the Governor's Advisory Board.
He and his wife, Trish, have two children: Jay, 16; and Khara, 14.
The Campbell County administrator's post was left vacant upon the death of Rusty Talbert earlier this year.
More than 100 applicants vied for the job, said Eddie Gunter, a member of the Campbell County board.
