The COPE unit, which has been patrolling the area for two months, responded to a call of persons vandalizing the building around 2 a.m. Sunday.
Mitchell L. Brown, 23, of 17th Street Southwest, and two teen-agers, 16 and 17, were charged with property damage. One of the teen-agers told police that about 11 people were involved.
Sgt. N.F. Stealy said officers still were investigating the incident. "Hopefully there'll be more arrests," he said.
