Stephen A. Lucado, 41, of Roanoke, and Cordell A. Patton of Baltimore both are charged in the death of John C. Ruhs in Carroll County, Md., in March 1987, according to Jerry Barnes, state's attorney for Carroll County. Barnes said Lucado was living in Baltimore at the time.
Ruhs' body was found in his car parked in a wooded area near Finksburg, Md. He had been shot several times through the driver's side window.
Lucado and Patton were charged in 1988, Barnes said. Their wives also were charged as accessories after the fact. But all charges were dropped because of lack of evidence.
On Aug. 4, another grand jury indicted the two men. Barnes said the investigation continued after Lucado and Patton were released and has been especially intensive during the past seven months.
Roanoke police picked up Lucado, of the 700 block of Montrose Avenue Southeast, on a Maryland fugitive warrant at 8 a.m. Tuesday, according to the arrest warrant. Other warrants charge Lucado with first-degree murder, conspiracy to commit murder, carrying a rifle with intent to cause injury, battery and assault, all tied to Ruhs' death.
Lucado's extradition hearing is scheduled for 8:30 a.m. today. Barnes said he doesn't expect Lucado to fight extradition.
