Underwood, 34, succeeds Neil Sigmon, who now is the county's parks development manager.
Underwood comes to Franklin County from Danville, where he was assistant athletic director and senior grants coordinator for the city. From 1993 through 1995, Underwood also was events coordinator for the Virginia Parks and Recreation Societies Golden Olympics.
Beginning Sept. 25, Underwood will direct a department with a $369,000 annual budget, five full-time staff members, more than 100 part-time employees and about 500 volunteers.
Underwood is a resident of Eden, N.C.
