Clinton came to HSMM in 1974 and is currently vice president, corporate business development. Garrett, who has been with the firm since 1971, is manager of the Roanoke office.
Porter recently was appointed principal-in-charge of the company's newly formed judicial and corrections division. He has been with HSMM since 1979.

CHAD DURHAM has joined The Robert Clairborne Agency Inc., a Roanoke advertising, marketing, design and public relations firm, as a graphic designer. CECILIA HOVIS has joined the agency as senior account executive. She previously worked as an account executive for Charles Ryan Associates Inc., an advertising and public relations agency in Charleston, W.Va.
BANKING
GAIL VITULLO has been named branch manager of Valley Bank's new office on Starkey Road in Roanoke County. She has more than 20 years of retail banking and sales experience, most recently as a branch manager for First Union National Bank of Virginia in Roanoke.
CAROLYN NICHOLS has been promoted to assistant vice president of Crestar Bank's trust and investment management group. She will specialize in personal trust account management and estate administration for the Roanoke and Southwest Virginia markets. Nichols joined Crestar in 1973 and has been a trust officer for 15 years.
ENGINEERS
The Roanoke Chapter, Virginia Section, of the American Society of Civil Engineers, has elected officers for 1995-96: MICHAEL BISCOTTE, project manager with Hayes, Seay, Mattern & Mattern Inc., president; JOHN SPYHALSKI, construction engineer with HSMM, vice president; RUSS McDANIEL, environmental engineer with Norfolk Southern Corp., secretary; and MICHAEL CIRCEO, project engineer with PSI Inc., treasurer.
FINANCIAL SERVICES
PERRY R. DOWNING has been named assistant vice president of Merrill Lynch in Roanoke. Downing, who has been with the firm eight years, is a senior financial consultant.
HEALTH CARE
NANCY "STEVIE" LONG and JOHN WARE have joined CustomFit, a fitness center opening in Roanoke on Nov. 1, as personal trainers. Long has been a health professional for more than 20 years and is certified by the National Federation of Personal Trainers. Ware has worked in the exercise and cardiology department at Georgetown University Hospital and assisted in the physiological and biomedical testing of athletes at the Olympic training center in Colorado Springs.
LAW
TIMOTHY W. BARBROW has become an associate in the Marion firm Gwyn & Tate. He will concentrate his practice in municipal law, bankruptcy, criminal law, domestic relations and litigation. Barbrow formerly was employed by the Legal Aid Society of the New River Valley.
ROBERT STEWART BALLOU, a lawyer with the Roanoke firm of Johnson, Ayers & Matthews, has been elected president of the Young Lawyers Conference of the Virginia State Bar. C. SHIREEN HAYES of Glenn, Flippin, Feldmann & Darby was re-elected for a one-year term on the board and was elected secretary by the board.
MANUFACTURING
TRAVIS H. LANGFORD has been appointed director of marketing and product development at Bassett Motion, a division of Bassett Furniture Industries. Langford previously worked for Action Industries Inc. in Belden, Miss., for 14 years, where he was most recently divisional vice president of national accounts. Also at Bassett, SHANNON HICKERSON has been named marketing communications manager. She formerly worked for The Winston-Salem Chronicle as a community news reporter.
MEDICINE
Drs. L. DOUGLAS BALKE and TRACEY W. CRISS have joined Roanoke Memorial Psychiatric Services, an affiliate of Carilion Health System. He formerly was medical director for the psychiatric unit at Memorial Hospital of Martinsville and Henry County and also worked in private practice. Criss recently finished her residency at Northeastern Ohio University's School of Medicine in Akron, where she was chief resident of psychiatry.
AMY W. ELLIOTT, a licensed professional counselor, has joined the Center for Behavioral Sciences, also an affiliate of Carilion Health System. She comes to the center from Blue Ridge Community Services, where she was a mental health clinician. Before that, she worked with North Roanoke Family Counselors.
NONPROFITS
KIMBERLY C. RICHARDS has been selected associate executive director of The Arc Roanoke Inc., a nonprofit organization providing vocational and advocacy services for disabled adults. Richards has been director of rehabilitation services for The Arc and has taught in Roanoke and Roanoke County public schools. In her new position, she will be responsible for all consumer services that The Arc provides.
