BELL ATLANTIC MAKES OFFER

Bell Atlantic offered a union representing most of its employees a wage increase of 10.2 percent over three years Monday. That's higher than the company's previous offer but still lower than what five other regional Bell companies and their unions agreed to.

The Communications Workers of America called the proposal ``not acceptable.'' After subtracting one-time payments, the wage offer works out to about 9 percent over three years, said Doug Thompson, assistant to the vice president of the union's 2nd District.
