The Senate on Wednesday approved 55-45 a bill appropriating $61 billion for the departments of Veterans Affairs and Housing and Urban Development and other independent agencies. The bill would fund many federal housing and environmental programs, and eliminate the Corporation for National Service. Supporters said the bill would maintain essential services while reducing the deficit. Opponents said the bill does not provide enough money for important social and environmental programs. A ``yes'' vote favors the bill.

Labor

The House on Wednesday approved 221-202 a bill allowing companies to establish employee-manager working organizations. The bill would amend the National Labor Relations Act. Supporters said labor-management cooperative efforts would make American companies more flexible and competitive. Opponents said the bill would weaken workers' rights by allowing ``company unions.'' A ``yes'' vote favors the labor-management bill.
