WASHINGTON - President Clinton has decided to allow U.S. news organizations to open bureaus in Cuba as part of an effort to increase communication between Cubans and Americans, administration officials said Thursday.
Clinton also will announce in a speech today that he hopes to increase academic exchanges between the two countries, the officials said.
A plan to allow news bureaus to operate in Cuba has been in the works for almost two years. The administration has been holding back on an announcement because of opposition by some Cuban exile lawmakers.
The last American news organization in Cuba was expelled in the late 1960s. Successive administrations have denied the media permission to open offices there because of the U.S. embargo against the island.

Lugar takes funds from casino owners
AUGUSTA, Maine. - Indiana Sen. Dick Lugar, who has raised gambling as an issue in his presidential campaign, Thursday defended accepting $1,500 in contributions from a family involved in the gaming industry.
The Indianapolis Star reported that three members of the Pritzker family of Chicago, which controls the Hyatt Corp., gave Lugar's campaign $500 each on Aug. 31. The Pritzkers have long supported Lugar's senatorial campaigns: Family members have given him a total of $7,000 from 1981 to 1988.
A riverboat casino license was awarded this summer to the Ohio River town of Rising Sun, and the Pritzkers are to assume majority ownership.
Campaigning Thursday in Maine, Lugar called any linkage of the campaign contribution to his views on gambling ``a real stretch'' and said he does not intend to give the money back.
