A fax sent to team owner Jack Kent Cooke by the county Friday offered the team the land which would be directly under the stadium at fair market value or the option to buy 200 of the 300 acres at the Wilson Farm tract, also at fair market value.
But the county's chief negotiator, William B. Miller, said the team doesn't want to pay premium prices.
``It looks like we're very much at an impasse,'' said Gerard Evans, an attorney-lobbyist for the team.
Evans said Cooke has drafted a news release announcing a decision not to build in Maryland but that he planned to ``sleep on it.'' Cooke may also talk to Gov. Parris N. Glendening to see if any more state funding can be found.
The county bought the Landover site, inside the Washington Beltway, for $6.2 million earlier this year. That's about $2 million below its appraised value, Miller said.
County-approved zoning changes permitting a stadium on the tract have also increased its value, Miller said.
