THE PEOPLE COLUMN

Bill Mauldin, the cartoonist whose World War II characters ``Willie'' and ``Joe'' earned him a Pulitzer Prize in 1945, has been chosen to receive the 1996 Harry S. Truman Good Neighbor Award.

Mauldin drew the cartoon and wrote articles for Stars and Stripes during World War II. His cartoons were published in 100 U.S. newspapers.

After the war, the cartoon continued in syndication and Mauldin joined the St. Louis Post-Dispatch, winning his second Pulitzer Prize for editorial cartoons. In 1962, he joined the Chicago Sun-Times. Mauldin, who has written 14 books, is now retired.
