Charles Moore, 22, of Alexandria, is accused of starting the fire at the woman's townhouse condominium early Saturday, Fairfax County police and fire officials said.
Monique Moore, 2, and Darrion McCoy, 5, were killed in the fire. They lived with their mother, Tonjanika McCoy, 20, in the townhouse.
Moore, McCoy's ex-boyfriend and father of Monique Moore, was charged with trespassing at the condominium complex Friday evening. Police and fire officials said their investigation indicated that Moore's actions stemmed from a domestic dispute.
He is being held without bond at the Adult Detention Center.
Fairfax firefighters found the girl and boy in an upstairs bedroom. McCoy had to be restrained from re-entering the condominium to try to rescue her children, firefighters and neighbors said.
