Health and Human Resources Secretary Kay Coles James will leave her post in the Allen administration Jan. 1.
``I feel as though I have been able to accomplish most all of what the governor asked of me,'' James told the Richmond Times-Dispatch Friday night.
James was one of the principal architects of Gov. George Allen's welfare reform program.
James, 46, has been mentioned as a possible candidate for chairman of the Republican Party of Virginia.
``At this point I think it's a little premature for me to even talk about that,'' she said. ``All this is being sorted out as we speak.''
She informed Allen of her decision in a Nov. 30 letter.
``Over the past two years, Kay has been a true friend and ally,'' Allen said.
James said she had no plans for what she will do after leaving government.
One of five children born of a single mother on welfare, James oversaw the first phases of statewide welfare reform. The phase-in of tough work-for-welfare benefits has only begun in Virginia, with its first installment in largely rural counties.
