Two years ago, James G. Browder was in danger of losing his job with the Virginia Department of Transportation as the result of changes made when Gov. George Allen took office.
Now, the 29-year VDOT employee is the department's chief engineer.
Browder, promoted Tuesday, will direct preliminary engineering and construction of highway and bridge projects statewide.
Browder had been elevated to administrator of the 14-county Fredericksburg district only six months earlier in 1993 when Allen told 450 high-ranking state employees to submit letters of resignation. Browder turned in a letter, but wasn't let go. ``Those type of things happen in any organization,'' Browder said. ``Though it wasn't a very tasteful event to speak of, I felt comfortable my qualifications would allow me to retain the position.''
He begins his new job Jan. 1.
