Day-care center for sale

BLACKSBURG - Rainbow Riders Childcare Center, a fixture in day care in Blacksburg for 10 years, is for sale.

The center is one of five model sites across the state for the Virginia Council for Child Day Care and Early Childhood Programs.

"I have started to teach in some of the area colleges, and that is taking more and more of my time," said owner Lynn Hill.

Hill is accepting proposals from qualified people, organizations and child care centers. She will hold a question-and-answer session and tour of the Ramble Road facility Saturday at 9:30 a.m.

Qualified buyers, Hill said, will understand early childhood programs, and will agree to accept her full staff and customer base.

Hill said she has already had some "real high offers," but has turned them down. "I can't just hand it to any person. It has to be the right person."

Hill, who will retain ownership of the building, said the business is showing a profit.

Potentially complicating the sale will be the construction of Alternate 3A, the proposed U.S. 460 bypass around the congested retail areas between Christiansburg and Blacksburg. Alternate 3A will connect with the U.S. 460 bypass around Blacksburg 250 feet behind the Rainbow Riders building, Hill said.

Security Self Storage, directly behind the child care center, must move because of Alternate 3A, as will several other businesses.

Hill said she can provide more details to interested buyers. Rainbow Riders' telephone number is 951-3636. The deadline for proposals is Jan. 31.

Architect is finalist

CHRISTIANSBURG - Gibson Worsham, a Montgomery County architect, is one of four finalists in an international design competition for a new courthouse for Williamsburg and James City County.

Nearly 100 entries were considered for the $11 million, 71,000-square-foot courthouse, which will be the centerpiece of a new planned town at the edge of Williamsburg. Sponsors want to create "an atmosphere in keeping with, but not replicating" that of the Colonial capital.

Four finalists also were selected in the town plan competition. The two competitions were advertised in architectural journals across the country and were judged by juries composed of architects, journalists and others.

The winners in each competition will be chosen this month after the finalists have had a chance to provide more details. Cash prizes totaling $14,000 will be given to the first-, second- and third-place winners in each competition; the finalists in each already have shared prizes of $60,000.

Worsham's design incorporates a 20th-century perspective in a Colonial-style design.

New professionals

BLACKSBURG - St. Albans outpatient mental health clinic in Blacksburg has two new health professionals.

Dolores D. Tiongco is board certified in adult, child and adolescent psychiatry.

She received her medical degree from the University of the East, and is a consulting psychiatrist with University Health Services at Virginia Tech. Previously, she was program coordinator for adult, child and adolescent psychiatry at the Yale Psychiatric Institute in New Haven, Conn., where she also was assistant professor of psychiatry.

Etty Vandsburger is a licensed clinical social worker who specializes in marriage and family therapy.

She has worked in private practice in Blacksburg and was a counselor with the Department of Youth and Family Services in Christiansburg. Her areas of interest include relationships, adolescent and adult obesity, sexual dysfunction, substance abuse and women's issues.

Bank manager named

FAIRLAWN - Steven R. Turner is the new manager at the NationsBank in Fairlawn.

Turner, a Salem native, earned a degree in business management from Virginia Tech. He has completed the bank's management associate program, and he worked as unit sales manager for Lever Bros. Co. in Baltimore from 1984 to 1994.

Turner is active in several community organizations, including the American Heart Walk, Habitat for Humanity, Commonwealth Games, Roanoke Chamber of Commerce's After Hours program and the Fairview Elementary School Reading Program.

He and his wife, Helen Ruth, live in Roanoke.

Loan officer promoted

BLACKSBURG - Dennis Duncan is the new assistant vice president and area manager of Chemical Residential Mortgage Corp.'s Blacksburg branch.

The office, which serves Southwest Virginia and southern West Virginia, was acquired from Mortgage Service America in March 1995. Duncan, a 1975 graduate of Virginia Tech, worked for Mortgage Service for 18 years and was the company's top producer in unit and dollar production from 1986 to 1994.

At Chemical in the past eight months, Duncan is among the top five loan officers in sales volume.

Chemical Residential is part of Chemical Banking Corp., which will merge with Chase Manhattan Bank this year, creating the nation's largest bank.
