Power line to be relocated
   BLACKSBURG - An American Electric Power line will be relocated from the 
1500 block of Toms Creek Road, where the Spring Valley development is planned,
to U.S. 460, following the approval of a special-use permit at Tuesday's Town 
Council meeting.
   The above-ground power line, which will be located near Glade Road, had to 
be moved because the Spring Valley area was being rezoned to a planned 
residential district. 
   The request prompted discussion among nearby residents and Town Council 
members about the merits of underground power lines. AEP representatives said 
putting this power line underground would be too expensive and would 
compromise service to existing customers. 
   Some Town Council members, however, said Blacksburg should begin setting a 
precedent for underground lines. Council members Michael Chandler and Lewis 
Barnett voted against the request.

AROUND NEW RIVER

Town to pay for runoff pond

BLACKSBURG - The town will pay to design and construct a storm water management pond on the Spring Valley development site to manage runoff caused by development east of the bypass.

In exchange, Spring Valley Associates, which is building the residential development, is providing an easement and access to the pond. Funding for the pond, which will cost the town a maximum of $40,500, will come from the Capital Improvement Program for fiscal years 1997 through 20001.

The town's capital improvement program was unanimously approved at Tuesday night's Town Council meeting. The agreement between Spring Valley Associates and the town also was finalized Tuesday.

The pond will be built within two years and will be located on the Spring Valley property just downstream from the bypass.
