A judge has ruled that more than two dozen horses should not be returned to an Orange County woman who has been charged with animal cruelty.
Orange County General District Judge W.A. Talley Jr. told Hilary Weber, 40, Wednesday that the horses will remain on the farms where they have been boarded since they were taken into custody.
Weber was charged Feb. 6 with 26 misdemeanor counts of animal cruelty after an animal warden and a veterinarian found more than two dozen horses huddling in cold weather in a barn with a partially collapsed roof. The warden and vet also found two dead horses, one partially decomposed.
