GILES PSA MAY TAKE OVER SOLID WASTE COLLECTION

Door-to-door solid waste collection - a hot-button topic that helped put some new faces on the Giles County Board of Supervisors this year - may be put it in the hands of the county Public Service Authority on July 1.

But the county supervisors took a closer look last week at a proposal approved earlier in the month by the PSA's solid waste committee. The supervisors reviewed the proposal as they consider some other upcoming capital expenses.

The proposal first must be submitted to the authority's full committee on Thursday.

In addition to the prospect of managing the solid waste program, the Giles PSA is managing the county's mammoth water project. The project stretches from Glen Lyn on the West Virginia line to Pembroke in eastern Giles and includes some other water systems along U.S. 460.

The solid waste committee's proposal includes a $1.09 million budget for both solid waste collection and a subsidy to fund recycling efforts by both the county and towns.

Part of the new plan includes the county's funding of a recycling building and site renovation at the Hoges Chapel Convenience Center, proposed at an estimated cost of $110,330. A $61,000 PSA payback has been budgeted at $1,000 a month in addition to $4,000 a month in payments for collection vehicles, according to a report by Tim Brown, PSA executive director.

The recycling program would be phased out over 10 years as the PSA bills residents. Recycling expenses are estimated at $54,915 in 1996 for Giles County and $103,389 proposed for 1997.

The estimated 1996-97 administrative budget for solid waste collection - both personnel and nonpersonnel - is $83,370.

The PSA's salary and benefits cost will follow identical budgets in both the county and current pay scales of two towns. Personnel will be incorporated into a PSA pay scale, according to Brown's report.
