ROGER W. BELCHER and DANNY L. CRUFF, both of Roanoke, have been promoted at the Virginia Department of Transportation. Belcher, previously a senior construction inspector in the Salem District, will be a project engineer for Henry and Patrick counties. Cruff, formerly a lead construction inspector in the Salem District, will be a project engineer for Bedford County.

CHRISTOPHER McDONALD, formerly of Roanoke, has joined the Virginia Department of Transportation's Saluda residency staff. McDonald began his career with VDOT in 1992 as an inspector trainee in the Salem district. He worked part time for VDOT until his 1993 graduation from Virginia Tech, where he earned a degree in civil engineering. He was hired full time by VDOT in 1994.

WILLIAM S. MERCER, director of services and co-owner of Professional Therapies of Roanoke, recently was certified as a category II disability evaluator by the National Association of Disability Evaluating Professionals. The association establishes standards for the testing and evaluation of individuals who are being considered for disability coverage.

CONNIE CROSS GUELICH of Guelich Planning Services, a financial services firm in Roanoke, has qualified for Professional Achievement in Continuing Education, a program sponsored by the American Society of CLU & ChFC and The American College, both in Bryn Mawr, Pa.
